There is currently a disconnect between what's visible in the bar and in what's visible in the Task List.

FYI. Changes made on this issue are conflicting with bug 210186 and most likely broke the patch submitted there.

This should wait on bug 210801 in order to ensure a performant implementation.

Let's first discuss the fate of that progress bar, since it overlaps with integration with planning tools and facilities, which we haven't quite figured yet.  I think we should resolve this one way or another in the 3.2 timeframe so tentatively assigning to you.

I agree that this is the right way to go, especially since we won't make any other improvements to the progress bar in 3.2.
