Isolate and move BIRT Reports to as-is.

Isolate and move the BIRT Reports (test, log, and trace BIRT report generators) to as-is.

As discussed at the TPTP F-2-F
(http://wiki.eclipse.org/TPTP_Sep_07_face_to_face#Potential_TPTP_4.5_Feature_Removals),
Manual Test will be isolated and moved to Technology Preview.

Business Intelligence and Reporting Tools (BIRT) Test Reports are used to aggregate and summarize numerous test executions over a period of time (report window).  The BIRT test reports present test executions in tables and charts so users can easily locate trends and effectually analyze.
