According to bug 208693 comment 3:

please add "Filters" view menu to the Project Explorer, as it should be the full featured replacement for the old "legacy" navigator view.

Additionally please add 3 "last used filters" menus to the view menu, as is implemented in Package Explorer.

The "Customize View..." menu contains the filters.  It has a tab in the dialog which is similar to the Package Explorer filters.  Do you find the name "Customize View" unintuitive?

Yes, customers / end users can't understand what "Customize View" should do.

"Filters" is clear and probably better, but I'm not sure, I always have a problem with the right naming ;-). 

And yes, I meant not only to rename/add the "Filters" entry, but also to add "3 last used" filters below.

As do I; in looking through the bug reports I discovered that it was originally called "Filters" and the name was changed to "Customize View".  I actually think that makes sense.

I think when the MRU (3 last used) is implemented, it might help to clarify things.  And another possibility is to allow the name of that menu item to be customizable, but that actually might create more confusion, since the Project Explorer is shared between many things, who gets to decided what name to call the menu item.
