using wtp2.0.2 20071101041145

I do not get any good meaningful content assist in the schema editor.  All I get are comment & xsl processing instruction.

This used to work in wtp 2.0.2 20071004053715

This problem was caused by the fix in bug 198807.

The content assist doesn't work for a schema whose schema for 
schema namespace has no prefix.   If it has a prefix, then 
content assist works.
