Mylyn will automatically synchronize queries even if there are no queries defined for a repository. This is necessary to get incoming notifications for tasks in the archive or tasks that were manually added to the task list. For JIRA this will cause calls to markStaleTasks() that cause load on the server even if there are no JIRA tasks in the task list.

A check has been added for 2.2 that will avoid contacting the server if the task list has no JIRA tasks.
