Generate a resource definition for the OSGi execution environment.  The generated code doesn't compile.

All enhancements should have a target milestone, especially since this one is marked as Blocker... is this i9, i10, or future?

This is not a blocker. It's not even major. The OSGi code is now deprecated in COSMOS. Closing this out and if the OSGi code comes out of deprecation then we can reopen this.
