The URL combo box is hidden behind the browser widget when opened by the user. The completion popup that is opened automatically works as expected.

Does Launchpad provide some kind of web service API?  If not, a request will need to be made to them to do so.

There is no such API right now.

Someone else has already requested a web service API (
https://blueprints.launchpad.net/launchpad/+spec/lp-soap-api). I added a comment that such an API would enable integration with Mylyn.

While there is no connector for launchpad available you can use web connector to bring launchpad tasks to Mylyn task list. Here is an example of launchpad query that you can import.
