Please remove committer Jess Garms from all Webtools CVS rights.  Jess has resigned as a committer to Webtools.  However, Jess is still a committer to other projects so please do not remove his account.

Please remove committer Leugim Bustelo as a committer to Webtools.ATF as well as all other Webtools access. Leugim has resigned as a commmitter due to change in work responsibilities.  Since Leugim will now have no projects to commit to, his account should be deleted.
