So, for example, I can right click and then there is an option to open a 
window. There are two types of windows it would be great if it supported 
opening:

a) a terminal/command prompt window
b) an explorer/file managuing GUI window

Otherwise I tend to need either opening a window and browsing there or 'cd'ing 
there.

Someone from the community could provide a plugin to contribute these two 
actions to the context menu for IFolder.

There are currently no plans to work on this feature

In Windows I know that you can use the Program class's launch method and just do something like...

URI uri = resource.getLocationURI();
Program.launch(uri.toString());

...and Windows Explorer will appear. I'm guessing this won't work on other operating systems since they'll probably try to execute the folder in question?
