Given a synchronize view with outgoing changes in change sets:
1. Select a change set
2. Open its context menu
Is:
 'Add To' is available
Should:
 'Add elements To' is available. Change sets can not be hierarchical, I can't add a working set to another. Also if I select to add it to a new change set the old one must not be removed.
