Platfrom WindowsXP Japanese sp2 (32bit)

steps recreate
1. Window > Preferences ... > Logging > Loggers, set ALL for com.ibm.etools.cobol
2. import a cobol file under DBCS named directory
3. double click \workspace\.metadata\CommonBaseEvents.log_Viewer.xml 

Result
Webbrowser displayed an error "invalid character found error"
<?xml version="1.0" encoding="ISO-8859-1"?> in CommonBaseEvents.log_Viewer.xml is the cause of this problem. I will attache the files.
I think that UTF-8 should be used for all places.

The option specified, i.e.  Window > Preferences ... > Logging > Loggers, set ALL for
com.ibm.etools.cobol
 is not available in TPTP. Please assign the original RATLC defect to the ACTL team. Returning...

Please change the target to the 4.5 iteration when this Bugzilla was resolved.
