This problem was reported against F2, but has also been confirmed in F3.

Steps to recreate problem:
Go to File>New>Plugin Project
Giev the project a name, press next twice.
On the Plug-In Code Generators panel, in the left pane, select Custom plug-in 
wizard. Click on Next.

In the "default Plug-in Project" panel, the shortkeys for"plug-in name" 
and "provider name" entry items are both alt+P. Please see attached screenshot.

Should use different mnemonic to avoid conflict.
