This problem was reported on F2, but has been confirmed on F3.

Re-create procedure : 
On the menu bar, click on Run ->Debug...
Select Run-time Workbench, then click on New
The Mnemonic (F) for Plug-in and Fragments doesn't work. 

This bug was opened in response to TPRS ID=118

Should use G instead - 'f' conflicts with 'f' from Launch Con&figurations.
