The #6 "Must Do", according to the Ganymede Simultaneous Release wiki article (which is actually also the #8 "Must Do" for Europa), states that...

"All plug-ins must correctly list their required JVM versions in the manifest.mf. See the wiki page about selecting the correct JVM [1]."

I know this project (org.eclipse.gef) and org.eclipse.draw2d (bug 201959) needs their EEs set, maybe other GEF plug-ins do too, I don't know.
