Current dynamic sizing of comment and notes text areas in the task editor is really weird. Try to paste 100 lines to the comment area and then expand collapse comments. Comment area will be resized higher then screen.

I think it would be more natural to resize comment area immediately wen text is pasted or on a line break, so it would behave more like word processor and you can remove weird disabled scrollbar from the comment text widget. Then it could use some minimal size (1..2 lines) when there is no text (i.e. no new comment entered), which will also help to save space on Bugzilla and other connector-specific tabs, so Actions area will be little closer to the Attributes.

This will be done as part of bug 203670.  It should cover the use cases mentioned but consider commenting the specific "on paste or entry" suggestion there with corresponding heuristics that you would like to see.
