Build F2.
In the preferences page for Target Environment there are four items:

Operating System(os):win32
Windows System(ws):win32
Locale(nl - from JRE): en_us
Architecture: x86 

In DBCS languages, they use (<letter>) mnemonics to navigate to these items.  A 
Chinese tester has found the mnemonics on the same strings in the 
Import>External Plugins and Fragments panel.



Steps to recreate problem:

First, see the strings in PDE prefs for Target Environment.  Then go to the 
next section.

Click File -> Import 
Select External Plug-ins and Fragments
Click Next.

In 'Import Plug-ins and Fragments' panel, Following items have extra Mnemonics:

Operating System(os):win32
Windows System(ws):win32
Locale(nl - from JRE): en_us
Architecture: x86

Fixed by creating a duplicate set if labels without mnemonics.
