I was installing and starting a bundle which contributed extension points to a runtime workbench and my extension registry listener was not notified.  Same goes for when you stop and uninstall the bundle.
Please keep Bug 130655 in mind when addressing this - Thanks!

The original listener mechanism was not designed to propagate changes to extension points. In the bug 206936 an IRegistryEventListener has been added to track modifications to extensions and extension points.
