It would be useful to check EPL only submissions (excluding third party) for Eclipse headers (http://www.eclipse.org/legal/copyrightandlicensenotice.php) and then provided the appropriate headers are in place, approve the submission for CVS checkin under parallel IP while full due diligence occurs in parallel.
