In the test navigator select a test suite for which you want to create a deployment. 
File > New > Other
New wizard opens.  
 Expand Test, Test Element folder, select Deployment, Next
New Deployment dialog opens. 
  Select the parent folder, give a file name, click Next
RESULTS: 
Doc incorrectly shows old screen of New Deploiyment dialog box where you have a name field  and description field

Updated Wizard now displays
New Deployment, Description (no name field). 

Next gives the  "define the artifacts" panel.  (same as in prior wizard)
Select ADD (to add artifact)
Select to Create a new resource Next
Select parent folder and give a name to the artifact, Next
RESULTS:

Updated Wizard now displays 
New Arifact description, (no name field) , Next
New Artifact panel appears, select test asset to associate with artifact,  Finish
New Deployment panel is displayed

If you select to Use an existing resource you can select a local deployment. 

It would be helpful if this were noted in the documentation. 

In the heading for this section, it says:
You can create a test deployment that specifies only a location: it does not specify test artifacts....
In this case you do not need to create a test artifact for the test suite.  You select the test suite and the location-only deployment.    

It would be nice if this were clarified.  The documentation should indicate where you would select the location-only deployment.
