An appropriate SPI should be called when load-time authorization occurs, similar to the 'TrustAuthority' called when a bundle is installed by the update manager.

We're defined the "osgi.signedcontent.*" variables, defined TrustEngine and AuthorizationEngine for checking content, and connected them to load time of bundles and classloading of resources.
