In addition to classloading decisions, a decision point needs to be implemented that decides whether a bundle should be activated and extensions contributed to the extension registry when white-list is enabled. This should probably be based on the signature over plugin.xml, manifest.mf, and potentially more.

We're defined the "osgi.signedcontent.*" variables, defined TrustEngine and AuthorizationEngine for checking content, and connected them to load time of bundles and classloading of resources.
