Steps To Reproduce:
1. Click "File > New > Test From Recording"
2. In the first page of the wizard, click on the "?" button
3. As expected, the cshelp panel opens.
4. Cancel the wizard
5. In the main tool bar, click the "Create New Test From Recording" icon
6. In the first page of the wizard, click on the "?" button
7. No cshelp panel is displayed. The expected behavior would be the same as in step 3.

This is distinct from Bugzilla 189977 (that bug addresses incorrect cshelp displayed, this one addresses no cshelp panel displaying at all).
