Steps To Reproduce:
1. Set default language of Ubuntu 7.04 to Chinese(China).
2. Create a new C++ project in Eclipse 3.3.0/CDT 4.0.

The new created project doesn't contain system include paths.

Open project's property dialog, expand 'C/C++ General', select 'Paths and symbols', and select 'Includes' sub page of the 'Paths and symbols' page, select 'GNU C' or 'GNU C++', there are no items in 'Include paths' list too.

My GCC is 4.1.2.
My Eclipse is 3.3.0.
My CDT is 4.0.
My Ubuntu is 7.04 and its default language is Chinese(China).
My Desktop is GNOME 2.18.1.
