With a  Generic Web Repository Connector do.
   Edit Repository Query
     Expand 'Advanced Configuration'
     Enter some text in the 'Query Pattern' box
       Hilight a selection of the text, do Ctrl-Space, select a pattern.
       
  The pattern is now inserted after the selected text instead of replacing it as expected

technically that is a standard behavior of the text completion. I am not sure if it worth adding custom code for that.

I agree with comment #1 that inserting proposals at the cursor position is consistent with the platform (e.g. when editing Java code templates) regardless of a selection. 

George, please reopen this bug if you still feel that this should be changed for the web connector.
