Steps To Reproduce:
1. Set restrict_owner = true in the Trac repository's trac.ini
2. Create a new ticket and look at the "Assign to" field.
3. Field is just a text entry box; it should be a select box.

Yes, that would be a useful feature. Please note that recent versions of the Trac connector support content assist in the "Reassign to" field which is populated from usernames that are found in tickets in the task list.

In order to properly support this the Trac remote API would need to provide a list of Trac users which it currently does not:

1010: add a call to get a filtered user list for setting a user into cc, assign in tools like mylar

This works now with Trac 0.11 and the latest revision of the XmlRpcPlugin (see bug 175211).
