It is in Navigate / Open Repository Task, but disabled by default in the perspective settings. Other ways to invoke same dialog is from the popup menu in task repository in the Task Repository view, and from link in the Task tab of the Search dialog (Ctrl-H). You can drag url from the web browser to a category in the task list... It will recognize rich task editor as long as repository is already registered. There is also bug 193423, which I think is suggesting less optimal direction. Why is this disabled by default? I can understand not taking up a toolbar entry, but this is so useful. The reason against it is still somehow obscure to me too. I am with you on this and even been suggesting to merge "Open Taks" and "Open Repository Task" dialogs into one.
