Steps To Reproduce:
use org.eclipse.releng.basebuilder, productBuild (org.eclipse.releng.basebuilder/plugins/org.eclipse.pde.build/scripts/productBuild/productBuild.xml):
1. open product configuration file (.product) in editor, add -Xms128m -Xmx1024m to Launching Arguments, All Platforms, VM Arguments
2. build product for macosx (macosx, carbon, ppc) with this .product file.
3. See "product.app\Contents\MacOS\product.ini" file in product build (product-buildId-macosx.carbon.ppc.tar.gz): vm arguments are -Xms40m -Xmx256m. VM arguments specified in product configuration file ignored.

maybe the problem is in org.eclipse.pde.internal.build.BrandingIron#copyMacIni.

note that product/features/org.eclipse.pde.build.container.feature/productRootFiles/macosx.carbon.ppc/product.app/Contents/MacOS/product.ini file has correct vm arguments taken from .product file

org.eclipse.releng.basebuilder is just a convenience project for releng teams.  

Moving to pde build for reported issues while building with a .product file.

Eclipse 3.4M5: fixed in export product wizard (Export | Eclipse Product) for macosx/carbon/ppc.
But doesn't work in org.eclipse.releng.basebuilder (-r M5_34) for macosx/carbon/ppc.
