Due to bug #194445 the user is not able to create a Grid project if VOMS is not available since this is the only VO implementation we currently have. Therefore and for the case of middlewares that do not come with an own VO we need to have a generic VO implementation in the g-Eclipse core.

The core now provides a default VO implementation that is currently only an empty container with a name. Further functionality will be added as needed.
