The platform automatically deletes launch configurations if their associated projects are deleted.

The problem is that launch configurations can be associated with a set of resources.  In our use case, we have our launch configurations associated with an IFile.  We should delete the launch configurations when the resources specified in the resource mapping are deleted.  Otherwise, if the user has deleted the file, the launch configuration can still get left behind until the project is deleted.

Verified. Optimized to only visit "deletion delta visitor" if the preference to auto-delete is on.
