Using freeze 2 for release 2.0 (see also bug 19144 for steps to reproduce).

The update plugin is listening for selection events and during the listener 
will call bringToTop() on it's Preview view. This is not recommended behavior. 
Can the update plugin avoid doing this? Imagine if the Preview view is stack in 
the same tab folder as Outline view. Clicking on Outline would cause the 
Preview view to show up instead.

Trying to support this behavior at the workbench level is not trivial and too 
risky of a change so close to release 2.0

This is a F3 fix candidate.
