1.see help->report bug or enhancement
2.click it
3.see an editor "new task"


More information:
i'm not sure that menu entry belongs to platform -- but it occured in a fresh installation of eclipse-java-europa-linux-gtk.tar.gz.
it's not clear whether that entry's name is just misleading or if there's a way from that "new task" editor to report a bug.

This is a Mylyn usability issue (if it is misleading and you cannot figure out how to actually file a bug) and is not a problem of the Platform itself.

Arne: as Remy points out you can use the existing functionality to file bugs.  What we need to do is to make the very subtle distinction between tasks and bugs/issues/enhancements more clear when within this workflow.

The bug reporting wizard will be redesigned for Mylyn 3.2. We'll track progress on bug 183606.
