If I tab or use arrows to navigate through topics in the navigation (contents, 
search results or F1 related links) sometimes IE does not drawn the focus 
dotted line. The focus is correctly set and corresponds the the keyboard 
action, but it is just that the visual indication is not always there.

Fixed in toc.js. We were hiding the focus on the selected node (IE only).
