The icons for perspectives need to be distinctive so that they can be easily
distinguished on the perspective bar.

The icons for the defualt and java perspectives look too much alike and some
perspectives (debug for example) are not yet supplying their own icon which
makes hover help the only way to tell them apart.

Consider
1) Making an icon required rather than optional in the extension point
2) Since the api is frozen consider using a different icon from the 
one used for the Resource perspective for perspectives which
do not supply an icon.

No longer an issue, they are destinctive enough.
