org.eclipse.rse.tests should have teamConfig/ folder in binary build such that, when the project is imported with linked folders, the "Run Test" Launch is available immediately for debugging the tests.

Workaround: Press Ctrl+Shift+T (Open Type = RSECombinedTestSuite), and with the test class selected choose right-click > Debug As > PDE Unit Test

Or, import the project with source folders as suggested by bug 194733.
