Currently we only support dimension  level filter in xtab. A new requirement rise that need us to support filter to measures rather than dimension levels. The filter to measures would have impact on aggregation result but have no impact on xtab structure, say, level member used.

Implemented new feature to support measure filter in xtab and new test cases has been added.
Reassign to GUI team to add corresponding UI support.
