Steps to reproduce:

Create a new project & get it synced with a CVS repo.
Create a new folder, containing a file, in the project root but don't add either
of them to CVS.
Ceate a patch for the project (unified output format) and save it to either the
clipbard or the filesystem.
Now delete the new folder and apply the patch. It creates only the file but puts
it into the project root instead of creating the folder and placing the file there.

Deleting a folder contining a file also appears not to generate a complete
patch, only removing the file & not the folder.
