0. Build automatically on.
1. Reset Resource perspective.
2. Lock toolbars.
3. Build automatically off.
4. Unlock toolbars.  Notice that the first cool item does not have a gripper.

No action needed by UI.  If SWT bug fixed, this bug will be fixed.

Reopening since resolving indicates that there's no dependency anymore.

I think this should be fixed by SWT.

No commitment by SWT to fix this problem.  Within Eclipse, you can get around 
the problem by using Reset Perspective.  Should also change Reset Toolbar 
Layout to fix the problem.  Closing this PR.
