Steps to recreate the problem:
- go to main menu -> Window -> Preferences
- expand Java -> Installed JREs
- select one JRE from list, click Edit button
- in Edit JRE window, select one of JRE system libraries
- click Javadoc Location button

Problem description:
testcase: "ensure all text is correct and that all of the buttons have tooltips"
build: no button tooltips
