Possible options:

-- add increase/decrease size buttons to Description section header
-- show editable field as a readonly (fill text, no scrollbar) one until user click on special "edit" button on Description section header

I think second option makes most sense and should also help to avoid accidental description edits.

I assume that the driver for this is JIRA?  Should we move it to the JIRA component?
