Steps To Reproduce:
1.create editor part with text and label widgets
2.create tabbed property view page with text and label widgets
3.assign same letter as mnemonic to labels in editor and property page
4. activate the editor and press Atl+(your mnemonic)
Notice how tabbedproperty view page is activated instead of focus going to control in the editor.

Interesting, it will always pick the view label over the editor label.

Carolyn, is it the OS that decides which mnemonic/field to jump to, or is it controlled by SWT (maybe the control that is in the lowest layer)?

AFAIK, the policy has always been to not use mnemonics in the workbench window. 

Mnemonics in dialogs are also active in the whole dialog, and it would be a new feature if the workbench window decided to introduce scopes for mnemonics. Furthermore, mnemonics are likely to conflict with menu mnemonics (which is also not an issue in dialogs, since dialogs don't have a menu bar).

Not to use mnemonics... meaning that any forms-based editor should not have hotkeys on labels and buttons?

Yep, any workspace part, i.e. all views and editors. The PDE editors also don't use mnemonics.
