1) activate navigator
2) select a file/compilation unit
->in the Edit pull down Add Bookmark is enabled, but Add Task isn't.
It should be possible to assign a Task to an entire CU.

Navigator should hook Add Task.

Fixed in build >20020919.
Created an org.eclipse.ui.actions.AddTaskAction.
Opened JDT bug 23882 so that JDT can adopt the Workbench action.
