Malformed report window time stamps in the report wizard.

Using the TPTP-4.4.0-200705080100Y driver, the report window time stamps in the report wizard are malformed.  There seems to be three separate issues:

1) On Linux (SLES 10), the start date and time is 12:0:0 AM and should be 12:00:00 AM.  

2) Generating one of the BIRT test report with the default time stamps causes the report window to be malformed in the generated test report:

December 31, 1969 7:59:59 PM AST - December 31, 1969 7:59:59 PM AST 

3) Using the JScrib reports, the Finish button is not enabled until the user modifies the report window (e.g. does not allow default date/time).
