Given fresh workspace
1. Go to Preferences>General>Editors>Text Editors>Spelling
Is:
 Other Encoding drop down is enabled
Should
 Be disabled
2. Press 'Restore Defaults'

Now it is disabled

Looks like a bug when the EncodingFieldEditor is initially created.
