build F2 on WinXP.

It would be nice to be able to "Tag with existing..." from the Resource 
History view. My scenario is as follows:

- file revision 1.12 was released to project version v20020531 
- needed to released file revision 1.11 to project version v20020531
- could not do this (with current UI) without first releasing file revision 
1.11 to a branch
