or, if you drill down, the direct URL for the "plain HTML" version is 
http://www.eclipse.org/org/documents/epl-v10.html

I believe the content is exactly the same, but the HTML has been cleaned up
(a year ago) but has not made it into your build/distributions yet.

I think the licenses are now current.
