F2

1) Create project P1
2) Create folder f1 in P1
3) Create file x.txt in f1
4) Create project P2
5) Create folder f1 in P2
6) Create file y.txt in P2/f1

7) Copy P1/f1
8) Paste to P2
- Get overright dialog and end up with 2 files in P2/f1

9) Select P1/f1 and drag it to P2
- Get P2/Copy of f1

Another inconsistency,
Copy/Paste a file to the same directory, you get a rename dialog.
Ctrl-DND a file to the same directory, you get a copy of filename.

I suspect the problem here is that DND is not using 
CopyFilesAndFoldersOperation and CopyProjectOperation.

Drag is wrong.  It should only generate a "Copy of" if copying a file over 
itself (ie. same path, not same name).  It should never generate a "Copy of" 
for folders, but should merge as does Paste.

For the second case, DND should also prompt to rename.

Fixed in build > 20020819 as part of fixing bug 16500.
