Preferences set to open a new view within the perspective.
In the Java perspective, Close any existing Synchronize view.
Select a non-Java project (I was using jdt-debug-home from dev.eclipse.org) in 
the Navigator view. 
Right click, Team->Synchronize with Repository...

The sychronize view tab has focus but no contents.

Problem does not happen with Java projects such as org.eclipse.debug.core
