steps to reproduce:

  - use the attached report design and jsp
  - send jsp request to embedded web viewer

expected behavior:

  - report should be rendered properly

actual behavior:

  - http 500 occurred

note that it happened on new platform eclipse3.4

When switch eclipse platform from 3.3M6 to 3.3M7, met this issue.
Exception occurred when try to compile JSP file in PDE develope env.

Please check the attached log file.

Need do precompile JSP files first.

as it was caused by eclipse platform changes, to work around this issue, we need to implement precompile logics to handle jsp tag.
