Steps To Reproduce:
1. Create any eclipse project (File->New Project-> Java Project, put name e.g exportTest)
2. Export it to zip file (Right click on the project in package explorer->Export->Archive File-> Save in zip format, compress the contents)
3. Export same project to tar file (Right click on the project in package explorer->Export->Archive File-> Save in tar format, compress the contents)
4. Check the result file test.tar  
It cannot be open with winzip, however normal tar can be. 


More information:
This bug appears only if you export project to tar after zip. 
The tar export itself (without exporting to zip) works as it should. 
It seems that created file is zipped tar or tarred zip.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
