With a fresh workspace and a new static web project, the project's Property dialog contains the XDoclet, ejbdoclet, and webdoclet pages, and the XDoclet page opens with an error mentioning a missing xdoclet library.  The initial state should not be to show an error, plus I'm not sure if these pages should be visible for a static web project.

I am closing all tickets related to XDoclet as WON'T FIX, because there is no committer to support this functionality. I can review patches if anyone is willing to contribute.
